Reading rule. The score measures how closely a county resembles counties that have enacted a restriction. It does not explain why, and it does not forecast opposition to any specific project.

The calibrated score is an out-of-fold probability that a county has an enacted restrictive data center policy — a moratorium or restrictive zoning at terminal enacted status — given its profile. County-specific opposition rates are not computable at current data density.
